Gold eases

Gold eased but was still on course for its biggest weekly rise in two months after the euro zone's last-minute deal on containing debt crisis buoyed commodities and equities in the previous session.

|||

Gold eased on Friday but was still on course for its biggest weekly rise in two months after the euro zone's last-minute deal on containing debt crisis buoyed commodities and equities in the previous session.

Spot gold retreated from a one-month high of $1,751.99 to $1,735.49 an ounce by 13:32 SA time, down 0.5 percent from the previous close, but still on course for a gain of around 6 percent from a week earlier, the biggest one-week rise in two months, according to Reuters graphics.

“We had a really heavy week on the news front with the euro zone and US GDP...the market's trying to work out where gold should be, wondering if this euro zone package has solved the problem,” Mitsubishi analyst Matthew Turner said.

“There's been some euphoria all week, but now some people are saying the details are a bit sketchy. The problem is noone's quite sure what this means for gold. If it is trading like a risk asset then it should go up if scepticism sets in about the euro zone rescue.”

The precious metals rose on Thursday, boosted by gains in equities and commodities as the dollar dropped after a euro zone agreement to boost the region's bailout fund and slash Greece's debt.

Even as many investors returned to riskier assets, gold also benefited from some safe-haven flows by investors who remained wary about the euro zone agreement until more details emerge.

On Friday, the head of Europe's bailout fund said he does not expect to reach a conclusive deal with Chinese leaders during a visit to Beijing but expects the surplus-rich country to continue buying bonds issued by the fund.

US gold lost around 0.5 percent to $1,737.30, also headed for its sharpest one-week gain in two months with a 6.3 percent rise.

The dollar index edged up after suffering its biggest one-day loss in more than two years, as the euro rally paused. A stronger dollar makes commodities priced in the greenback more expensive for holders of other currencies.

“It's (gold) underperforming ... right now, which is not surprising us at all ... although we wouldn't rule out further consolidation at the current level, we still firmly believe that the risks in the system longer term justify even higher prices,” Commerzbank analyst Eugen Weinberg said.

ECONOMIC FUNDAMENTALS

The relief on Europe's problems, however temporary, will allow investors to shift their attention to other pressing concerns.

Many market watchers expect China's central bank to begin to loosen up its tight liquidity policy by the end of the year, as China's economic growth slows and hopes run high that inflation has peaked.

Holdings of the largest gold-backed exchange-traded-fund (ETF), New York's SPDR Gold Trust fell 0.05 percent from Wednesday to Thursday, while that of the largest silver-backed ETF, New York's iShares Silver Trust SLV, remained unchanged for the same period.

Recent data out of the United States showed that the world's biggest economy grew at its fastest pace in a year in the third quarter but consumer confidence in October dropped to a 2-1/2-year low.

With the US economy seeming to have stepped back from the edge of the cliff, investors expect little policy shift out of the Federal Reserve's policy meeting on Nov. 1-2.

“Beyond the very near-term we think economic fundamentals will be watched more closely again. In this context, we still think that gold looks the strongest in the near term given low interest rates and improving technical momentum,” Credit Suisse said in a research note.

“We have more concerns for silver, despite the fact that it was the big winner yesterday. In silver, overvaluation remains a major risk. Apart from that the market is also more vulnerable to renewed swings in risk appetite than gold.”

Spot silver cut gains to $35.18 an ounce from $35.05 an ounce, on course for a weekly rise of around 13 percent - its biggest in more than three years.

The gold-silver ratio, used to measure how many ounces of silver is needed to buy an ounce of gold, fell to a one-month low below 50, indicating the extent of gold's outperformance over silver.

Platinum was a nudge higher at $1,633.24 an ounce, having earlier hit a one-month high at $1,658 an ounce.

Palladium was down more than 1 percent at $652.72 an ounce. - Reuters

Al-Shabaab rebels killed in air raid

Ten al-Shabaab fighters have been killed in a Kenyan air raid on the southern Somali town of Jilib.

|||

Mogadishu - Ten al-Shabaab rebels were killed in a Kenyan air raid on the southern Somali town of Jilib on Sunday, the military said, as the East African nation fights to rid Somalia of the al-Qaeda-linked militants.

Kenya moved its troops into Somalia in mid-October in pursuit of Somali insurgents it blames for a series of kidnappings on Kenyan soil and frequent assaults on its security forces in the border province of North Eastern.

Residents and officials told Reuters earlier on Sunday that at least 12 civilians were killed when two Kenyan jets bombed Jilib.

“Intelligence reached us that they were there and we carried out an opportunistic strike. We killed 10 al-Shabaab fighters and there was no collateral damage,” Emmanuel Chirchir, the Kenyan military spokesperson, told Reuters on the phone.

Chirchir said al Shabaab was spreading propaganda by claiming that civilians and children had been killed in the raid. He said a senior official of the group was killed in an earlier strike on the port of Kismayu, a few days ago.

“The jets bombarded two places, an al-Shabaab base and a nearby IDP camp,” Hassan Abdiwahab, a resident in Jilib, 120 km (74 miles) north of the port of Kismayu, told Reuters.

An al-Shabaab leader in the town said the five bombs dropped by the planes hit a bus stop, the IDP camp and an area just outside of the town.

A top official of the group, Sheikh Muktar Robow Abu Mansoor, on Thursday urged al-Shabaab followers to attack Kenya with “huge blasts” in retaliation for the campaign that is being carried out jointly with Somali government troops.

The call followed two grenade attacks in the capital Nairobi that killed one person and injured at least 20 on Monday. Unidentified militants also carried out two attacks on vehicles in the remote northern Kenya.

Mohammud Farah, spokesperson for the Ras Kamboni militia that is allied to the Somali Transitional Federal Government, said they seized a four-by-four vehicle laden with explosives that was headed to Kenya.

“Our forces in patrol found the car 8km away from the town on its way to Kenya and we have discovered different types of explosive materials in the car,” Farah told Reuters from Dhobley town, which is close to the border.

The vehicle was carrying 10 passengers, four of whom were identified as al-Shabaab fighters, he added.

Kenya said on Saturday it was committed to withdrawal from Somalia once it is satisfied that it has stripped the al Qaeda-linked group's capacity to carry out attacks across the border.

Although the Kenyan chief of defence forces said his troops had chased al-Shabaab from the whole of Gedo region, the two-week old campaign has been slowed considerably by heavy rains.

Chirchir said the intense rains had started to abate, allowing Kenyan forces to plan an offensive of Afmadow in Lower Juba region, where al-Shabaab has been digging in after reinforcing with fighters from other areas.

“Now that the rains have subsided, the taking of Afmadow is likely. It should be very soon,” he said.

Two Ugandan soldiers were injured on Saturday when African Union troops came under an al-Shabaab attack in Mogadishu.

Rwanda's President Paul Kagame, South Africa’s President Jacob Zuma and Tanzania's President Jakaya Kikwete expressed their support for Kenya's military action in Somalia, the Kenyan presidency said in a statement from Perth, Australia, where President Mwai Kibaki was attending the Commonwealth summit. - Reuters

Reds to face Chelsea in League Cup

Liverpool have been drawn to face Chelsea in the League Cup quarter-finals.

|||

London – Liverpool will play Chelsea at Stamford Bridge twice in just over a week after the two Premier League teams were drawn to face each other in the quarter-finals of the English League Cup on Saturday.

They are scheduled to meet at the Bridge in a Premier League match on November 20 with the League Cup tie, a repeat of the 2005 final which Chelsea won 3-2, taking place in the week commencing November 28.

Liverpool, who have won the competition a record seven times, won 2-1 at Stoke City in the fourth round on Wednesday while Chelsea won by the same score at Everton on the same night.

Arsenal, last season's beaten finalists, will entertain current league leaders Manchester City in another high profile match at the Emirates and Manchester United were handed the relatively easy task of a home tie against Crystal Palace, who are fourth in the Championship (second division).

They last met in the league in the 2004-05 season when United also beat Palace 2-0 in the League Cup, their fifth win over the south London side in the competition in their five meetings.

The other tie will be between Championship side Cardiff City, enjoying their best run in the League Cup for 46 years, and Blackburn Rovers, who knocked out Newcastle United 4-3 after extra time this week, but are currently bottom of the Premier League. – Reuters

Who Will Marry Our Pastor?s Daughter? (III)

IF Brother Okon felt he had prepared for the bombardment of questions members of the marriage committee would hurl at him, such feeling had been clearly deceptive. Elder Obi fired a flaming salvo. Okon looked at the unsmiling face before him and fidgeted. It was a hit below his Christian belt.

The previous Sunday, Pastor John had announced to the church the formation of a board of elders who would critically examine marital intentions. He had become inundated with cases of several youths eager to ?fly? into matrimony. He was sure he would need assistance.

The youths, so concerned, had no problem with the new idea. It was just another addition to the many committees that made up the church: the most interesting being ?The Late Comers Discouragement Squad?, LCDS. (You won?t believe it.) It was a group that had the mandate to look into the menace of lateness among members, proffer far-reaching solutions and present a white paper to the pastor within a two-month period. (You didn?t say haba! did you?)

Their problem started when Pastor John included Elder Obi among the committee members. Elder Obi!!! They knew him. They knew his wife. They also knew the questions, which many times, in their minds, they asked: ?How does his wife cope with him?? Now they ask: ?How did he make the list??

Brother Okon knew there was no evading the question. He had to answer it. If he said yes or no, Elder Obi?s next turnings could jeopardise his dreams of marrying the beautiful sister of his dreams. At once, his past and future pinched his skin rudely.

Brother Okon reached a hand into his pocket, pulled out a handkerchief and wiped the sweat off his face.

Next week.

Brazil not ready to host WC - Pele

Brazil is not yet ready to host the 2014 World Cup, football great Pele told the ESPN Soccernet website in an interview.

|||

Sao Paulo – Brazil is not yet ready to host the 2014 World Cup, football great Pele told the ESPN Soccernet website in an interview posted on Friday.

According to Pele, chaotic organisation and communication difficulties are the biggest problems facing Brazil as it prepares for the World Cup.

“Brazil is not ready,” Pele said. “Not yet, it is not ready. The biggest problem, I think, is the organisation, that is a big problem, so too is the communications.”

But despite his fears, Pele said he was confident all “will run smoothly” by the time the World Cup gets under way.

“I am now working directly with the president of Brazil who is doing her best to help out with the organisation,” he said.

In July, President Dilma Rousseff named Pele the honorary ambassador for the World Cup. At the time, he criticised delays in building stadiums and other infrastructure.

Pele spoke to ESPN on Wednesday, the same day that Brazil's sports minister Orlando Silva resigned amid corruption allegations. He was the sixth minister forced out of Rousseff's government. Four of the others had also faced corruption allegations.

A recent government report on Brazil's preparations for the World Cup said that as of September, renovation work had not begun on five of the 13 airports that will be used during the tournament.

The report also said that seven of the 12 host cities have not begun other infrastructure work, and only nine of the nearly 50

transportation projects planned for the tournament were under way.

Earlier this month former Brazil striker Romario, now a congressman, told Agencia Brasil, the government's news agency:

“Maybe because of politics, work which was supposed to be halfway done hasn't even started.”

The government, however, does not seem worried about the apparent lack of progress and is confident that everything will eventually get done. Officials also dismiss the notion Brazil is not doing enough.

“Brazil is doing the necessary work for the World Cup and there are no signs that deadlines will be missed,” the Sports Ministry's media office said in a recent e-mail to The Associated Press. – Sapa-AP

Gunners shock Blues, City stay top

Arsenal came from behind to beat Chelsea, while Manchester United recorded a win over Everton and City maintained their lead.

|||

London – Skipper Robin van Persie scored a hat-trick as Arsenal beat Chelsea 5-3 in a remarkable Premier League match at Stamford Bridge while Manchester City stayed top of the table with a 3-1 home win over Wolverhampton Wanderers on Saturday.

City remained five points clear of Manchester United and moved nine clear of third-placed Chelsea and fourth-placed Newcastle United with second-half goals from Edin Dzeko, Aleksandar Kolarov and Adam Johnson.

Wolves' goal came from a Stephen Hunt penalty after City skipper Vincent Kompany was sent off but it could not stop them slumping to a second defeat by City in four days after losing 5-2 at home in a League Cup match on Wednesday.

Manchester United bounced back from their 6-1 mauling by City last weekend with a 1-0 victory at Everton where Javier Hernandez scored the first-half winner.

Those results left City top with 28 points from 10 games, followed by United (23), Chelsea (19) and Newcastle United (19), at least until they meet Stoke City on Monday.

Bottom side Wigan Athletic suffered a seventh successive league defeat, a 2-0 loss at home to Fulham, while fellow strugglers Blackburn Rovers drew 3-3 at Norwich City who came back from 3-1 down and equalised with a Grant Holt penalty with the last kick of the game at Carrow Road.

With West Bromwich Albion playing Liverpool in a 1630 GMT kickoff, the first seven games of the day produced 29 goals with eight of them coming in an astonishing match at Stamford Bridge.

Arsenal won with a hat-trick from Van Persie, including two in the last seven minutes, and one each from Andre Santos and Theo Walcott.

Chelsea led twice with goals from Frank Lampard and John Terry but although they then came back to equalise with an 80th-minute goal from Juan Mata, they went on to concede five at home for the first time in a league match since Liverpool beat them 5-2 in 1989.

The stunning victory was Arsene Wenger's 500th since he became Arsenal manager in 1996, Arsenal's first away win in the league this season and Chelsea's first home defeat as the English top-flight continues to dish out goals galore.

Chelsea went ahead through Lampard after 14 minutes before Van Persie equalised in the 36th minute and Chelsea skipper Terry took advantage of some woeful Arsenal defending to put his side 2-1 up in the last minute of the first half.

Santos struck Arsenal's second equaliser after 49 minutes before Walcott scored a brilliant solo goal, picking himself up and continuing his run after slipping over, to give Arsenal a 3-2 lead after 55 minutes.

Mata then equalised for Chelsea with a brilliant swerving shot, which Arsenal goalkeeper Wojciech Szczesny had no chance of saving, to make it 3-3 after 80 minutes.

Chelsea were then guilty of some poor defending five minutes later with Florent Malouda hitting a stray pass back to Terry, who stumbled to leave Van Persie to run in on Chelsea keeper Petr Cech before rounding him and blasting the ball in.

The Dutchman then made it 28 goals from his last 27 Premier League games in this calendar year to make it 5-3 in the second minute of stoppage time with a swerving shot to match Mata's.

Arsenal, who made a poor start to the season, climbed up to sixth place until the later matches at least and celebrated as if they had won a cup final.

“We needed to win with style and class and we did that against a big team and it was a big win for us,” Wenger told Sky Sports.

The result consigned Chelsea to a second successive defeat in a London derby after losing at QPR last weekend and was the first time they had conceded five against Arsenal since 1979.

Chelsea's stunned manager Andre Villas-Boas said: “It was so open it could have gone either way. We will have to reflect on the mistakes we made – there are some things we must improve.”

At Goodison Park, Hernandez scored what proved to be the winner and gave United their first victory at Everton since September 2007 when he capitalised on good approach work from Tom Cleverley and Danny Welbeck before Patrice Evra crossed from the left for the unmarked Mexican to turn in on 19 minutes.

“It's an important result to come away from home and win,” United manager Alex Ferguson told the BBC.

“Everton is never an easy game and they put everything they could into the game. First half we played some fantastic football and scored a good goal. Hernandez is fantastic in the box. It's a good result and we worked hard for it.”

It was not all good news for United, though, as Chris Smalling sustained a fractured foot and Ferguson said the defender could be out for a month.

In other action, Swansea City beat Bolton Wanderers 3-1 and Sunderland drew 2-2 with Aston Villa. – Reuters

Mbalula too late on sex scandal story

Sports minister Fikile Mbalula failed to get an interdict against a newspaper publishing a story implicating him in a sex scandal.

|||

Sports minister Fikile Mbalula failed to buy more time to comment on a City Press story implicating him in a sex scandal on Saturday, the department said.

“We were not trying to stop the story from being published ... only to have more time to send our comments to City Press, and we were too late,” said spokesman Paena Galane.

City Press editor Ferial Haffajee said Mbalula had not answered questions sent to him by the paper on Thursday afternoon.

Galane said the minister received the questions on Thursday night and was “in consultation” on Friday.

He said when Mbalula approached the Johannesburg High Court on Saturday, the application could be heard only at 6pm.

“And that was too late because City Press says it goes to print at 6pm tonight (Saturday).”

When asked if the minister would still submit his response after the story was published, Galane said he would not, because it would be too late.

On Saturday, headline posters read “Minister In Sex Scandal”.

Haffajee confirmed that the story concerned Mbalula. – Sapa

Kenyan stocks jump 2%

Kenyan shares vaulted 2 percent to their highest in five weeks as foreign investors trooped back to riskier assets in search of bargains, while the shilling firmed slightly.

|||

Kenyan shares vaulted 2 percent on Friday to their highest in five weeks as foreign investors trooped back to riskier assets in search of bargains, while the shilling firmed slightly.

The benchmark NSE-20 Share Index added 2.02 percent to close at 3,450.33 points, last touched on Sept.20, as overseas investors tapped buying opportunities in agricultural and banking shares, and buoyed by positive local investor sentiments following two weekly gains in a row.

“There is increased optimism from local investors who have observed trading activity on the NSE this week and the previous week,” said Renaldo D'souza, an analyst at Genghis Capital.

The index gained 4.4 percent during the week, driven by better-than-expected nine-months earnings by banks. Shares of farming companies, which are expected to perform well this year helped by a weaker shilling that will drive up their export earnings, also supported the move higher.

Kenya's biggest bank by assets, Kenya Commercial Bank, led the gains, jumping 7.4 percent to 17.30 shillings a share, while tea and fruits producer Kakuzi rose 7.1 percent to 75.50 shillings.

“The stability of the shilling is also another reason for improved activity and rising prices in the stock market,” D'souza said.

In the foreign exchange market, the shilling closed just slightly firmer against the dollar, after paring some of its earlier gains, weighed on by banks covering short position ahead of the weekend.

At the 15:00 SA time close of market, commercial banks quoted the shilling at 99.50/100.00 against the dollar, weaker than 98.80/99.00 where it traded earlier, but a tad firmer than Thursday's close of 99.60/100.20.

Traders said spreads were wider than the usual 10 or 20 cents because of lack of liquidity in the market.

“There was a bit of buying in the afternoon. Mostly short covering by banks ahead of the weekend,” said a senior trader at a commercial bank.”

The central bank sought to mop up 500 million shillings ($5.04 million) through a repurchase agreement offer, but received bids of just 100 million shillings and accepted them all at a weighted average rate of 22 percent.

The bank is scheduled to hold its rate-setting meeting on Nov. 1, and market players expect further tightening measures to fight high inflation and extreme volatility in the exchange rate.

In fixed income, corporate and government bonds worth 838.8 million shillings were traded on Friday, down from 1.6 billion shillings previously. - Reuters

Fergie may just have the last laugh

John Goliath, who is not a Manchester United supporter by any stretch, says we should be careful of writing off the Red Devils.

|||

JUST as I thought I’d heard all Manchester United jokes for the year on Sunday night, my sister mailed me this cracker right as I’m about to start this column: “Alex Ferguson’s wife wakes him up on Monday morning: ‘honey it’s seven’. Ferguson responds: ‘What, did they score again???’

As you can imagine, my sister is not a United supporter. In fact, I don’t really know who she supports, because it seems she gets behind anybody who takes on the Red Devils. She didn’t know who Aldershot Town is, but she shouted like a crazy person for them on Tuesday night.

And she was part of the millions who let rip at Manchester United on social networks after their 6-1 home defeat to neighbours City. It was their chance to lay into the sensitive Red Devils’ faithful, who have been rather quiet across most social media platforms – at least most of them.

Former Proteas bowling coach Vinnie Barnes, the only genuine Manchester City supporter I know, has watched the game four times – on Sunday night alone. It was “revenge Sunday” for many Liverpool, Chelsea and Arsenal supporters for all the abuse they had to endure over the last decade (and Tottenham too, because I enjoyed watching Alex Ferguson looking at the heavens and hoping the rapture takes place before the final whistle).

But, while the joke is on United at the moment, and my sister is standing in the queue for a City shirt, I can’t help but think Ferguson and his bunch will eventually have the last laugh at the end of the season. Come on, we have seen it so many times before.

I know City have a five-point lead, but over the last two seasons, since their massive cash injection, they have gone through spells during a campaign where they go completely off the boil. Who knows, they might have learned their lessons and are now ready to dethrone their more illustrious neighbours.

They certainly have the quality, but there are more egos in the blue half of Manchester than a surgeons’ convention. Players who set off fireworks in their bathrooms and who want to sue their manager can provide headaches sometime during the season.

And their Red neighbours have an ace in the hole in the bubblegum-chewing phenomenon that is Ferguson. The red-nosed Scotsman knows his way around the Premiership and he knows how to win titles. So to write this United team off would be silly.

All non-United supporters will enjoy the “Gone in 6.1 seconds” for a long time to come. But I have a feeling chants of “Glory, Glory Man United” will still be ringing in our ears for some time to come.

However, for now, United fans must find solace in the fact that goalkeeper David de Gea’s mother told him to be home before seven and not eight or nine ...

TWEETS OF THE WEEK

@rowen1 (Rowen Fernandez, SuperSport United goalkeeper and keen rugby fan): Joburgs Theater of Dreams soaking up the victory!!! Much deserved!!!!! Reckon I’m gonna grow my beard like Josh now!

@cesc4official (Cesc Fabregas, Barcelona midfielder after his altercation with Frederic Kanoute): To cry racism is cowardly and an easy option for your own poor behaviour. My conscience is completely clear. I’ve done nothing wrong.

@themichaelowen (Michael Owen started the Manchester United excuses on Sunday night): 1. We haven’t been in top form lately. If we had played them earlier on in the season (charity shield) it may have been a different result.

@themichaelowen: 2. Even though Man City were good, we would never have conceded 6 with 11 men.

Arsenal bracing for Chelsea clash

Arsenal manager Arsene Wenger has called for calm ahead of the his side’s trip to Chelsea.

|||

London – Arsene Wenger told Arsenal shareholders on the eve of Saturday’s Premier League clash with Chelsea that his team will fight to get their season back on track.

The Gunners travel to Stamford Bridge for the Saturday lunchtime kick-off on the back of four consecutive victories, but it has still only taken them to seventh in the table.

Chairman Peter Hill-Wood was criticised and asked to stand down at the club's Annual General Meeting this week but was given the support of majority stakeholder Stan Kroenke.

Wenger also spoke at the meeting and asked for the club to be “united” following their poor start to the season.

“Where we will finish at the end of the season? Frankly, I don't know,” the Frenchman said.

“I know just one thing – that these players we have at the moment are ready for a fight, because I see them every day and they are ready to have a go.

“Not many people at the moment are behind us, but I believe we can be a positive surprise.”

In contrast to Chelsea's investment under owner Roman Abramovich, Arsenal have been conservative in the transfer market.

Wenger defended Arsenal's spending policy and his message was: “Trust us, this team has qualities.”

“I hope as well that in many years, people will look at this period and think that we have put the club on the right track and defended the right values and think that together we were not too stupid,” he said.

“I can see a lot of fear and discontent among you and I can understand that because we live in a world where we fight with people who have extremely high resources.

“The way we can compete is to try to be intelligent but as well to be united because it is very difficult to be consistent in football.

“It is difficult enough if you are united. If you are not united, you have no chance.”

Wenger's team will be facing a Chelsea team looking to get back to winning way in the league following their defeat at QPR last weekend.

They reached the League Cup quarter-finals with victory at Everton, which also allowed Jose Bosingwa and Ashley Cole to serve suspensions.

Didier Drogba, however, is still banned but Fernando Torres has completed his three-match ban after getting sent off in the win over Swansea.

Chelsea manager Andre Villas-Boas is in confident mood after the cup win at Goodison Park helped erase the memory of their defeat at Loftus Road.

“It was important,” he said on official website Chelseafc.com.

“To be fair after a defeat that happens like that, although we have nothing to say about the effort we put on against QPR it was important to go back to winning ways and to do it in this fashion is more gratifying.

“Although the physical effort is immense the emotional benefit you gain from this is tremendous and it helps us to recover for Arsenal and to try to get back to winning ways in the Premier League.

“If you see our timesheet we have minutes spread out by everybody because we have immense talent available and we are able to distribute minutes through everybody. I think we are under a good logic and physically we won't have problems.”

Florent Malouda, the France winger, is targeting victory against Wenger's team, adding: “The league is our priority.

“You need to start well but also to finish well as well, and we are coming into a period where we play a lot of games and every point is important.

“We stay calm and have to play Arsenal this weekend. With a win we can expect great things for the rest of the season.” – Sapa-AFP

New alliance to back Libya, replacing NATO

“After it became clear that NATO has a vision to withdraw at a certain point, Libya's friends from the West have proposed this idea...”

|||

Doha - Qatar's top general said on Wednesday that Western countries had proposed setting up a new alliance headed by Qatar to support Libya after NATO ends its mission in the North African country.

He was speaking after NATO postponed until later this week a meeting that had been expected to formalise a decision to end its Libya mission at the end of the month after Libyan officials called for it to be kept going longer.

“After it became clear that NATO has a vision to withdraw at a certain point, Libya's friends from the Western countries have proposed this idea of setting up a new alliance to continue supporting Libya,” Qatar's Chief of Staff, Major-General Hamad bin Ali al-Attiyah, said in remarks carried by Al Jazeera television.

“And they have asked that it be headed by Qatar because Qatar is a friend of theirs and a close friend of Libya,” he added without giving further details.

Attiyah also said that hundreds of Qatari troops were on the ground in Libya helping the fighters who overthrew Gaddafi.

In Paris, the French Foreign Ministry said a proposed extension of NATO's mission would be studied.

“We will take this request into consideration with our partners. France continues to support and help the National Transitional Council. We welcome the liberation of Libya and the fact that the operation, militarily speaking, is at its end,” a Foreign Ministry spokesman said.

Asked about a possible Qatari-led mission, the spokesman said: “We have taken note of this report but it is far too early to comment on it and we would not do so unilaterally.”

Qatar played a key role in securing an Arab League resolution calling for international protection for Libyan civilians at the start of the uprising in March that culminated in the overthrow of Muammar Gaddafi.

It also sent warplanes to help the NATO-led operation enforcing the U.N. mandate to protect civilians,

Libya's interim leader Mustafa Abdel Jalil said on Wednesday in the Qatari capital that NATO should remain involved in Libya until the end of the year to help prevent Gaddafi loyalists from fleeing the country and escaping justice.

NATO has said it does not intend to keep forces in the Libyan region after ending its mission and has repeatedly stated that its U.N. mandate is to protect civilians, not to pursue individuals - though Gaddafi himself was captured after his convoy was hit in a NATO air strike.

NATO ambassadors had been expected to meet on Wednesday to formalise a preliminary decision taken last week to end the mission on October 31. NATO spokeswoman Carmen Romero said this meeting had now been postponed. - Reuters

Outcome of police trial angers Egyptian activists

Two policemen who beat a man to death were convicted of a lesser charge in a case that helped spark Egypt's uprising.

|||

Cairo - In a verdict that disappointed pro-democracy activists, two policemen who beat a man to death were convicted on Wednesday of the lesser charge of manslaughter and given a relatively light sentence in a case that helped spark Egypt's uprising.

Relatives of defendants Mahmoud Salah and Awad Ismail Suleiman were still outraged by the sentence of seven years in prison each for the two officers. They smashed benches in the courtroom in the northern port of Alexandria and attacked the slain man's uncle and lawyers despite the presence of other police and military troops.

Pro-democracy activists expressed disappointment not only with the verdict but also with the fact that it was closed to the public, which they saw as signs that the revolution that ousted longtime leader Hosni Mubarak in February was having little effect on getting rid of deep-seated corruption in Egypt.

The slain man, Khaled Said, was widely seen as Egypt's version of Mohammed Bouazizi - the fruit seller whose self-immolation sparked the Tunisian revolution and the chain of Arab Spring uprisings in the region.

Last year's killing of the 28-year-old Said was a wake-up call for many Egyptians who complained about unchecked excessive force by police. Pictures of Said's bloodied face, broken jaw and bruised body were widely circulated and became a rallying point for activists campaigning against widespread intimidation and killings by police in the Mubarak era.

A Facebook page created in Said's memory was used to put out a call for the January 25 protests that grew into the 18-day uprising that toppled Mubarak.

Said's uncle, Ali Kassem, said the lesser conviction and light sentence came as a shock and “revived their sadness over the death of Khaled.”

Kassem said that he, lawyers and other family members were “besieged” in the courtroom, and instead of getting protection from the military police, one threatened to put one of Said's lawyers in the defendant's cage.

“Imagine the panic, the agony and the misery when you hear this verdict and then come under attack like this,” he said.

Mahmoud el-Bakry, one of Said's lawyers, added: “The families of the policemen were about to kill me. I was dead for sure.”

“This case was like taking the pulse of the revolution, but the verdict tells us that the revolution has been aborted,” Kassem told The Associated Press by telephone. “This is a signal on which direction the revolution is heading.”

While lawyers are moving to ask the prosecutor general to appeal the verdict, Egyptian activists took to Twitter to condemn the outcome, with some saying it was yet another setback for the pro-democracy movement and a bad omen for upcoming parliamentary elections.

On June 6, 2010, two plainclothes policemen dragged Said out of an Internet cafe in the northern port of Alexandria and beat him to death by smashing his head by marble stairs, according to witnesses.

Police and pro-government media outlets tried to portray him as a drug dealer who died after choking on a packet of drugs he swallowed as policemen approached.

The claim met with derision after photos of his badly beaten body and bloodied face were circulated widely.

More than a year later, an independent forensic committee found that the packet was forced into his mouth after his death.

It was only after a public outcry that prosecutors charged the two officers with illegal arrest and harsh treatment, although not with murder.

In June 2011, the court ordered an independent review of the forensic evidence used in the defense of the two policemen. At that time, Said's family and rights advocates were hopeful that more serious charges could be added to the indictment.

Said's sister, Zahra, considered the forensic review as a “new turn” in the case, adding that she believed there is evidence that “this is not a case of torture but a crime of premeditated murder.”

The judge then imposed a media ban - a move that worried activists who noted that even under Mubarak, sensitive court cases were open to press coverage.

Many pro-democracy activists in Egypt are disappointed that demands they made during the uprising have not been met. Many believe the series of setbacks began when protesters left Tahrir Square, assured that the ruling military council, which took power after Mubarak, would steer the country toward democracy.

Activists say the council has moved too slowly and sometimes was reluctant to carry out much-needed reforms.

After vowing to transfer power quickly to a civilian elected government and president, the council stretched the transition period to at least two years, with no clear outline or vision. That has left many opposition forces in a dilemma between preparing for elections or pressuring the council to speed up reforms.

Trying up to 12 000 civilians in front of military tribunals known for harsh and swift verdicts added to the frustration toward the military council.

The military council has accused youth groups of having “a foreign agenda” and conspiring to drive a wedge between the army and the people.

In the past nine months, the council has tried to end street protests either by waging a media campaign against activists for “distorting public life” and harming the economy or by violently disrupting gatherings and putting its critics in jail. - Sapa-AP
