According to the Sun and the Telegraph, the London club rejected a 27-million-pound (43.2-million-dollar) offer out of hand.
Barca's move is not unexpected, after they had a bid for the midfielder rejected last summer.
“(Manager Pep) Guardiola knows the values of players and Cesc's is less than 40 (million) euros (57 million dolars),” Barcelona president Sandro Rosell said.
